If a sorc had a bow with explosive arrows, does the fire damage hit no matter if the physical arrow hits?
I'm not sure, but I've taken sorcs through Normal with the Ravenclaw bow, and I never had any trouble hitting anything.

Yes, when the pixels of the arrow make contact with a obstacle, be it an enemy or a wall, the explosion is triggered. You don't need AR to use a ravenclaw bow effectively.
Offcourse if you use a Enchant sorc, you'll have plenty of AR later on. And indeed the fire damage from your enchant is carried over the explosion. In fact, on the enchant sorc you get more damage because your fire mastery increases the damage when you cast enchant(at that point you have the same damage as a person you enchant), but when you use the enchant to hit something, melee or ranged, the fire mastery increases the damage again.
You can also kill things on the other side of a wall if it's a normal, single wall.
