i know that there are probably tons of thread on this but it is worth it to roll ilvl99 small charms? thanks.

it's all up to you. I am still re-rolling some of my baal grand charms as we speak.

the best small charms seem to be:
+20 life/all res+5
3max/20AR/20life
175-225 poison damage

so decide if spending 100+ pgems for one of those is worth it. or hope you get lucky...

175-225 poison damageYou mean 451 poison damage. You might want to read up on how poison affixes are added together.
