I don't visit the druid forum often and I haven't really played a shifter before. So I got a couple questions.

According to the wereform calculator I can hit 5fpa fury with horizon's tornado (not shaeled), and lvl 2 werewolf skill. Is that right? My friend told me that would hit 7fpa.

What is the advantage of bears vs wolves etc? My friend told me bears were actually faster but from the calc it seems a lot slower. I need to hit the fastest ias breakpoints possible.

With a lvl2+ werewolf, you need 49% ias on a scourge for the 5fpa breakpoint. So Horizons Tornado will give you a 5fpa Fury. Maybe your friend mistakenly took the stats of the other unique Scourge "Stormlash" which will get only 7fpa without a shael. That being said, there are much better weapons available. (hint: ribcracker)

Speed differences between werewolf and werebear only matter for Fireclaws and Hunger. All other attacks are werewolf only or werebear only. Those two attacks are faster as a werebear. For example, to get 6fpa fireclaws with a scourge, you need 102% ias on a wolf and only 86% ias on a bear. 4fpa fireclaws is only possible on a bear (108% ias on a phase blade).
