and which would be the best level and how many players should be in game.

edit: Did not notice the topic was holyshield sceptre.. Having never seen one in classic cannot honestly say.

I've actually had more holy shield sceptres drop than I've seen in shops, despite spending a few hours trying to shop a decent sceptre from time to time. Drognan, player number doesn't matter, if I were you I'd use a high level char so you have a chance of getting a decent +2 pala weapon.

It is possible to get holy shield to spawn, but odds of that happening are extremely LOW because HS is not supposed to spawn as staffmod.

(Why it does spawn occasionally has to do with a bug/feature of staffmod generation.)
