Tornado/Hurricane damage

What would be considered "godly" hurricane and tornado damage *all synergies maxed)? Likewise, what would be considered "good" damage?

Totally dependant on if you're pvp or pvm.

PVP if you're not in the 6k-7k area, you're gonna have troubles.

I found in pvm anything around 3-4k(very easy to get with minimal +skills) makes everything die quite easy minus baal.
