I think it's a good jewel. Any jewel with 10% MF is a decent placeholder for characters lacking Ists, for weapon/shield socketing. Also it's not uncommon to see Hels in Stormshields for low-Str characters. Your jewel could be a nice improvement.

Imo, this has more selfuse value than it has salevalue. As said, a SS or an Andariel's Visage(if you dont need more IAS) would be nice items to socket this.

Decent mix of pre-suffixes on a rare jewel, however these kind of jewels are not really sought after. Pretty good for selfuse. I wouldnt try to sell it myself, but u might get lucky finding that person that is in need of this thing.

No merc will lack the str to wear it at thew minimum level required, so its -req would be a waste. It might be interesting for an item which has non-fire resists and high reqs, like a Stormshield.
