Hiyha,
after playing like 4 years @ expension i never builded a druid :|.
Well i'm kinda interested in a shapeshifter one (just not to expensive).
But if someone knows a better one for things like chaosruns (Nightmare is good enough). And some other pvm !
needs :
1) FUN FUN FUN
2) NOT TO EXPENSIVE
3) POWERFULL
Thats in the right order !

In terms of fun for me I rank druids like this.
1. Fire/Summoner
2. Fire/Summoner/Hunter
3. Maul/Shockwave
4. Fury
5. Shockwave/Summoner
That's just me though. Alot of my friends cant see Shapeshifters other than pure fury being viable. Least expensive fun to me is Fire/Summoner for the pure fact that I've played 3 of them from normal to hell untwinked. One of them played solo for his entire time.
PVP is a whole different story.
EDIT : Apparantly I didn't read your post properly. In terms of POWERFUL, that's all going to depend on what you find to use on your shapeshifter. As in the rest of D2, casters always have the upperhand in terms of untwinked gameplay due to +skills being so easy to find, yet high damage items being not so easy.
If your going real cheap i wouldn't go with a summoner if your pvm and trying to go with the safest route. Safest shifter with maintaining cheap would defenatly be a Werebear. Find a good bear guide with different gear setups depending on price you want to pay. Woof.

SSoG's Kodiak build looks ridiculously fun >.>.
The kodiak plays exactly the same as a standard mauler, they're pretty good though usually just using maul kills faster. Max maul werebear hunger HoW grizzly rest in shockwave/lycan. Full ik with treachery/ik armour, highlords/metalgrid, ravens, would probably be a good budget option. Altneratively the standard CB heavy shifter setup with gface, gores, etc.

In terms of "FUN FUN FUN," I find Fury Werewolves and Wind Druids fun.

If you make a Kodiak, I would suggest NOT doing pure Hunger. I noticed that it wasn't really as good as I initially tried. I liked the towndump bear that safetypro did. It is relatively cheap (I mean the most expensive is going to be CoH). It's a really fun build!

Burriza wolves are really fun, LizardKing. You may want to find a different weapon when you get to later hell and such though. I found my killing power diminished greatly when I last ran with that weapon. IIRC, I opted to use an upped Ribcracker instead of the burritocannon when I got to hell.
However, I did like to unshift and cast HoW and fire those bolts and let my big 'ol grizzly bear and merc slap around monsters in WSK and Chaos Sanc.
Was always a viable switch though, and ofc I upgraded the burriza for the sheer fun of it, since i had alot of dex/str for whatever reason.
I've made a pdr-based pure dex fury using some kind of bow/xbow who I really enjoyed, good choice

Ha, someone else who loves that. I had a 80+pdr/80+MDR Passive Zon who i used to love to play for the sheer fact of what I didnt dodge, or block, or absorb with Stormshield's DR%, then my stacked res, then it'd have to hit my pdr and mdr values. I dont think I ever really got below 85% hp in hell, standing my ground in WSK.

i hope this will do it, mayve shael it :)
Non upped shaeled buriza will probably kill lots faster than that sceptre I reckon. Buriza's are hell viable though I think I'd rather spend the shael and upping runes on a decent ribby.
Can anyone confirm IM doesn't effect you when using a bow/xbow on a shifter? I've heard that but I don't know if it's true.

That was in the old days, It most certainly lets you Nuke yourself now. Not fun either knowing you died to IM using a bow :P
