Gambling circlets and amus

Hi, I need to know what lvl I must be to be able to gamble those nasty circlets and amus with 2 skills, fcr, str and other nice mods.

Amulets: Starts with a 10%chance of alvl 90 at clvl 86 and is 100% alvl 90+ at clvl 95
Circlets: Starts with a 10%chance of alvl 90 at clvl 83 and is 100% alvl 90+ at clvl 92

...Which means that you have to be lvl 92 for ALL your gambled circlets to have a chance at getting +2 skills and lvl 95 for ALL your gambled amulets to have a chance at getting +2 skills.

It also means that it COULD happen at lvls 83 and 86, but it's only 10% of the chance you have at lvls 92 and 95. Chances increase 10% per clvl.
