20 fcr only exists on crafted amulets?

I've heard people say that rare amulets only can have 10 fcr with the "apprentice" mod.

But I think I've seen rares with 20 fcr as well, but maybe I'm wrong :rolleyes:

only crafted caster amulets can have more than 10 fcr.

I cannot imagine a rare get anything but 10FCR in earlier patches.
