it's a completely different skill.....so I doubt you'll be able to get it without having a torch and the CTC.....

yeah it's the same name but in the game mechanics, as canudig said, it's completely different thing. To the AI, the only similar thing is the fire damage.

maybe you're thinking of the hell fire torch which has the property chance to cast fire storm
