Aim for something like

nightwing's veil ias jeweled
ice matriarchal
+2 bow 20 ias gloves
coh
highlords/cats eye skill vs frw, alternatively +2 rares and facet the nightwing veil sacrificing one fpa
razortail
soj
dual leech ring... actually only ml matters
dex/fhr/frw/tri-res boots (:laugh: )... otherwise maybe silkweave nats travs or even aldur's

presumably cta bow or cta/lidless or faith on switch depending what you want out of it.

What kinda budget are we working with...

I'd say Ice Mat Bow is mandatory (yet expensive)
nightwings veil is big bonus
everything else is ++skills gear as much as you can pack on.
as many bow gc's as you can carry comfortably
if you threw on a 4 facet jewelers of the whale you get some sick dmg.
Frost maidens (cold bowzons) are incredible in pvm. They just mow down huge herds of baddies.
