Okay, for stats, I heard that you are only supposed to put enough into what you are going to use (and I guess some people planned out all the bonuses they are going to receive and put a bare minimum into strength and dex only, but that's not my philosophy. I like to have strength and dex to wear all weapons and armors without bonus assistance) before putting the rest into vitality (wow, long side quote)
However, I am currently level 61 in NM and I can't hit anything if you paint a target on the broad side of a barn. My Baal minion hit rate is only 59%. I have 125 dex (I actually wanted to stop at 110 for executioner sword, but then I realize I wanted to use a Colossus whatever, and that SHOULD be more dex/strenth requirement. Turns out the elite version require only 20 more strength and still 110 dex... I guess it's always safe to check before assuming), about 150~ into strength and the rest in Vit.
So for the stat portion of the question,
1) How is hit rate caculated? I vaguely remember it ALSO factor in level. So if I am a far superior level would my hit rate increase? I really don't want to invest in dex as they seem pretty worthless
2) Do I keep investing in strength along side with vitality? I know strength adds damage; I just don't know if it's a good idea to take away from vitality (as most hell barb I met seemed to boast to have over 1-2k of life while I only have 500~)
Now, for the equipment, I just came back to D2 like 2 weeks ago. With that said, I am dirt poor. I realize all those botd sword or beast or whatever are all very godly. Good for that, except... I am dirt poor and can afford nothing. With that premise, my questions are:
1) I am currently using 3 of the IK pieces (the cheapest pieces, so yea... no armor. and oh my god, they are horrible even with partial bonus... I had hoped otherwise) I want to change the belt into Wilhem (sp?) set piece which will give me dual leech. Is that a good idea?
2) I am currently using this sword which I found

288% ED, 6%Mana Leech, 30%IAS and misc
Is it worth while to upgrade to Elite? (What happened to the time when people used to shop for cruel? oh yea... 3 years gone by...)
3) 2 2H sword or just stick with that one?
I think 2 2H sword still doesn't add up to the damage of using only 1 2H sword, but doesn't 2 2H sword hit at a faster rate? (talking about WW of course)
4) I check Arreat Summit, Colossus Sword seems in every bit better than Colossus Blade (unlike their exceptional counter part... strange how that happened), yet... people seem to want Colossus Blade a lot more than sword. Is there a typo on Arreat or is SWORD really suppose to do better damage than BLADE? Also, I have a 5 sockets Colossus SWORD, is that worth anything?

Okay, maybe just a few question concerning skill points
I maxed Sword Mastery and WW. I am at a point where I seem to hit the diminishing return for both natural resistance and BO. (BO return 3 percent, I Imagine that to decline rapidly. and Resistance is at 2% return) is it worthwhile to continue investing in both until they are maxed? If not, is there a particular skill I should take a look at? Because, I am thinking of a dual mastery barb since I figure if I level my barb to level 85ish, that should be roughly 25~ points to use, enough for another mastery. I don't pvp, just pvm, and dual mastery might give me versatility as I can salvage more variety of weapons (since I am poor). That a good idea?
I am a total newbie barb. I never finished a barb in .09/10, and I used to have a lance barb in .08 pre LOD where I put points into energy (eesh).
