Mercs that are leveled from lower levels, stronger than ones just hired at a higher level (if they were to train to that level)?
in 1.09 and earlier, yes
in 1.10 and later, they are the same as if re-hired

I posed a similar question a while back and this is what I concluded. Somewhere (either on the BattleNet website or in some advice given by a NPC) it is mentioned that mercenaries that stay with you the longest will grow up to be the strongest. This refers to the following; a mercenary hired in Hell difficulty is the weakest, Nightmare the second, and Normal difficulty the strongest by comparison. The level of the mercenary or the experience that it gains is irrelevant to this.

Untrue. Mercs hired in Normal have slightly higher stats at a level. Mercs hired in NM and Hell have the same stats per level iirc.
edit: and it's independant at what level you hire them. If you're level 80 and hire a Merc in Normal with level 78 for instance he has slightly better stats than the same merc hired at the same level hired in a different difficulty. Leveling your Merc from scratch or highering them at the level of your choice does not influence at all.

Before 1.11, their were caps for the max level mercs could be hired at in different acts of different difficulties. These caps were removed in 1.11.
it is mentioned that mercenaries that stay with you the longest will grow up to be the strongest. This information is from pre-1.11 when you could not hire a high level normal merc.
The level of the mercenary when it's hired or the experience that it gains after being hired is irrelevant to this. The only things that matter are the difficulty it was hired in and it's current levelI fixed that for ya.
I hope you guys are right for the sake of my other characters, but I dont understand how this can be true... look at at these screenshots and see what you think:

my current rogue merc bought in normal act 1 and lvled to lvl88 --> 1530 life with no life mods (jeweled crown, gladiators bane, harmony bow)

list of rogue mercs available in normal (lvl 86 = 792 life???)
EDIT:nevermind, looks like it's a display bug in the hire merc screen, my apologies

LCS strikes again.It's not a LCS or even a LMS (Lying Merc Screen.) It's a LHS (Lying Hiring Screen).
Don't feel bad Zoast. I once spent a dozen posts trying to convince someone it's just a display error.
