Barb skill problem

I was just curious if this was a bug or something that was put in intentionally. I have a frenzy barb. (dont give me crap, they are so much fun) Frenzy is soposed to recieve 1% magic dmg per lvl from berzerk. I droped one skill into berzerk and with gear, it was at lvl 13, however frenzy still only showed 1% magic damage recieved, i tested and droped another skill into berserk and it moved to 2%. It should be 14% Why is it not giving exta % from lvls gained from my gear?

Because +skills don't count as synergies, only hard points into a skill do. If it was like that, hammerdins would be doing 30k damage, lightning sorcs like 100k, fireballs sorcs killing all in one shot and so on.
