1. what does "uped" mean for gear?
2. what does "CTA" mean?
3. what does "BO" mean?

(2 and 3 might be sorceress related, not sure)

1. this is in reference to upgraded gear. there is a cube recipe for it, and a quest reward iirc. normal, exceptional, elite, yada yada.
2. call to arms, rune word
3. barbarian's skill, battle orders

1. There's no quest reward for it. You can upgrade normal and exceptional armor (in its broader sense, i.e. including belts, helms etc.) and weapons with a cube recipe if they are rare or unique. See the cube recipe section of Arreat Summit, the link is in my sig.
