Rare Claw Help

After searching in the build guides and elsewhere, I am having difficulty deciding if this rare claw I found is of any use to any Assassin build. I've never played an Assassin and am not familiar with their skills. The claw I found is this:

Rare Suwayyah
Damage: 39-103
+2 Assassin Skills
+9 Max Dmg
*Fools Mod*
+17 Atk Rating
Adds 1-13 Lightning Dmg
8% Life steal
+3 Fade Skill

It lacks any Enhanced Dmg, but I did read that the AR is more important (I think for a WW build?)

I'm hoping someone more knowledgeable than myself can tell me if this claw is good for any Assassin build. If so, I'd probably consider making one.

The only reason of using this claw if because of the +5 Fade. But nah, not for melee combat. No ias means very slow.
