quick +skill from scepter question

Let's say you have a scepter that gives you +1 to Holy Shock, and then you have +12 All Skills from your gear. If you put on Holy Shock would you have a level 1 Holy Shock or a level 13 Holy Shock?

EDIT: i'm assuming this is a paladin you're talking about. otherwise, the holy shock from the scepter can't be accessed by other character classes=)

plus, not only +all skills gear will boost the holy shock. +paladin skill levels items will do the same=)
