When people say "rerolling", do they mean the horadric cube recipe by which you

- use 6 perfect skulls and a rare to get a "low quality" rare?

or do they mean the recipe by which you

- use 3 perfect gems (any) to get a new magic item, ilvl=ilvl?

The first gives you a "low quality" rare item at a slightly lower ilvl (AFAIK: .4clvl + .4ilvl). But since the item turns out low quality, I cannot see why anyone would ever use this option.
But why would you use the second option (ilvl = ilvl) on a purely magical circlet, which apparently people also reroll?
I dont get it.

This one. It's used to reroll Grand Charms dropped in the Flayer Jungle NM onward in the attempt to get Skillers. I don't believe anyone uses it for rerolling anything else.

Rerolling can also refer to unsocketing runewords to get a better result on the variables with the next try at making the runeword. It's typically made with runewords where the base item is worth more or harder to get than the runes, like Spirit.

I reroll high-end elite magical weapon types with chippies, to try to get a socketed Cruel for my mercs. I´ve also rerolled a few rares (weapons, jewels, class-specific itrems) now and then.

When you say that last bit, do you mean option 1 where you lose ilvl?

Yes, but I try to make sure I can get what I want anyway. Last time I did it was with a Grave Wand. No matter the ilvl, they can still get +2 Necro skills, since they are qlvl=49 with magic level of 1.

A popular combination is the 6 pskull reroll on a rare diadem. For diadems, the ilvl doesn't matter as even an ilvl 1 diadem can still get all possible affixes, so you can reroll them indefinitely until you get a keeper. For me, I hang on to gems for rerolling charms and separate out the skulls for rerolling diadems.

I prefer gambling for that purpose. Most results will be coronets and tiaras, but from L87 on, gambled coronets can have any affix as well and at that point the only difference between coronets and diadems (apart from defense and level reqs) is that magical coronets have a maximum of 2 sockets while magical diadems (and tiaras) can have 3 from the jeweler's/mechanic's affix, but that's not an issue for rares because these affixes aren't possible on them.
