I just want to know if I can buy wands with charges to life tap, and if so, who's the best vendor to buy it from, thanks.

Any wand-merchant in nightmare act 1 and beyond will sell them if you're high enough level. In normal, vendors have ilvl caps, but after that ilvl of vendor sales are always clvl + 5

I bought one from hell drognan and one from hell akara.

Get a cow portal right outside akara and the act2 map with the exit right next to drognan, it makes everything a lot easier :)
