It is not a clientside effect, Imbecile and I tested it and the %ed only applies to minimum damage if you use ed/max jewels in helmets/armors and vice versa (%ed only works on maximum damage with ed/min jewels).

This is correct

The only way you can get 40%ED|15Max Damage jewel to work properly, is to socket a weapon with it.
Then you will get full damage, ED%/Max/Min etc...
Unique hi damage weapons come to mind, Etheral runemaster, with Zod and 4x these tasty jewels would be gg
Rares and fools mod would work, or even etheral Reapers Toll for your merc etc etc..
