this is exactly what it says on arreat summit 1 Ral Rune + 1 Amn Rune + 1 Perfect Amethyst + Normal Weapon = Socketed Weapon of same type

question is by saying normal i assume its meaning white no mods but does it work on exceptional / elite items as well

it means white normal (ie not inferior/cracked/superior etc)
it'll work with normal/exceptional/elite white (ie unsocketed) weapons =)
