IAS Cap vs. Frozen

Soooo...........
Lets say a specific character build hits the IAS cap, and lets say we add another 60% IAS after that. Now, when that character gets frozen, will it be faster with the extra 60% IAS gear while frozen, or the same as if without?

On a completely different path, anyone on uswest non ladder with a griffon they wanna part with?

I think this would be extremly situational. It's very hard to answer questions about this without beeing a game guru.

AFAIK freezing reduces your effective IAS which is like reducing the base speed of the weapon. That means you would need insane amounts of IAS to fully counter freezing. I doubt that 60% will be enough enough.
