Can somebody explain this (http://www.diabloii.net/characters/paladin/ias-smite.shtml) chart to me and let me know if its accurate.
The part I dont understand is where it mentions base. Does that have to do with weapon item base?
For example the base on a mighty scepter is 0. So, to reach the 6 frame breakpoint I would need 55% ias total with fanat on?
