My first thread I got a lot of helpful comments. So I hope this build looks better.
I can also use some help in Stat allocation =/ All I know is 'enough for equipment, rest to VIT) but I don't know exactly what all the things I'm aiming for are yet.
20 Cold Arrow
20 Freezing Arrow
1 Ice Arrow
20 Decoy
20 Valkyrie
12 Evade
10 Pierce
2 Critical Strike
1 all Prerequisites
The second point in CS is just there because I didn't know what to do with the last point =/ It didn't seem like it would make a big difference in either Evade or Pierce anyways.
I was thinking on doing...
Lv2-30
20 Cold Arrow
1 Ice Arrow
1 Freezing Arrow
1 in Prerequisites (6)
1 Decoy
1 Evade
Then after that put the next point into Valk and then max FA.
Then should I just max out Decoy first and alternate between Decoy and Evade?

OK Instead of putting that random last skill into Critical Strike I can put the extra point into Multi Shot or Strafe.

Anyways, how do you plan on dealing with cold immunes? I would put less points into Decoy and put them into GA.
This build is also one of the very few builds where I would advise you to spend some points in energy. You will need mana.
Dex adds to damage vs CI's so is also important. Spend your stat points wisely, as this build relies on all of em.
What I did was
str 80 base (with torch and anni is enough for gear)
Dex 200 (split with vit)
Vit 200 (split with dex)
Ene 10 (spend some, only if comfortable with other 3 stats)

The Mavs set is ideal, throw in some cold facets, and then max strafe and guided arrow, put less into decoy and evade skills. You will be a killing machine, especially if you can get some good +skills items in your inventory (torches or annihlus are pretty freaking cool but difficult to obtain without serious effort).

M'Avina's isn't ideal, per se, but it is a very good option. The bonuses that set gives is perfect for a Frost Maiden, though there are other options that can provide better bonuses, albeit at a much higher cost.
The build itself looks alright, though there may be issues with Cold Immunes like stated earlier. I'd say some points into Strafe/Guided Arrow would be more beneficial than Decoy/Valkyrie for killing monsters in general. Mana will be a large issue due to your small Mana pool, and the ridiculously high Mana cost of Freezing Arrow (especially proportionally to the amount of Mana it leeches back, or the lack of such).

Hi,
Personally I'd go for the following:-
Skills Points Allocated - (110 available)
20 – Freezing Arrow
20 – Cold Arrow (not necessary to place all these in early on due to mana costs)
20 – Valkyrie
20 – Strafe
18 – Penetrate
1 point for Magic Arrow, Ice Arrow, Multishot, Guided Arrow, Inner Sight, Slow, Decoy, Dodge, Evade, Avoid, Critical Strike and Pierce.
Zero in Javelin skills and zero in Fire arrow skills
The Freezing Arrow is your main attack, with Strafe for scouting, clearing groups, crowd control and for those monsters who are cold immune.
Cold arrow is there to enhance the damage of your freezing arrow.
A Valkyrie is pretty much an indispensable aide to the Amazon in Hell.
Penetrate receives the rest of the points due to it’s increase in attack rating. This is far more useful than the slight increases in percentage of critical strike and Pierce.
Pierce, in particular, is only really useful for cow levels and it can be replicated with correct equipment selection.YMMV
In addition to the above, you will find that all skills are enhanced by equipment and charms. This supports the choices above.
Much better to rely on equipment found late on than to overspend on the skill points and *then* find the equipment.
Hellfire torch will give +2 to all skills
Annihilus will also provide a +1
As for equipment an example could be - Nightwings provides +2, Faith +2 on passive and +3 on Bow, Enigma +2, Eye of Etlich +1. There are plenty of other options too. Arachnid Mesh gives +1 skill but may not be as frosty as Snowclash or a draining as Nosferatus.
For this build I use 4 skiller grand charms adding +2 on to each of Passive and Bow skills
So, that’s a total of 9 on passive and 12 on Bow skills.
With that, you have already taken many of the skills beyond their really useful points - such as pierce, decoy and (in my gamestyle Multishot)

If you using Mav's set then go with Lightning Fury as the backup skill...have a Titan's on switch with a resistance shield (Anc Pledge in a Tower Shield iirc!!) as the skills, res, speed (Cat's Eye for bp's but i think i used Eye for the extra freeze duration with Shael in bow...i posted a gear setup in an old thread!) of the set makes it viable as a backup skill...

1-3 points in D/A/E as the set gives great bonuses you don't need many points to get them to 50-60%
5 or so in Valkyrie
The killer is Pierce as you won't have a ready supply of it from Razortail so you end up jamming more points (8 or so) in here than usual using Mav's set but the +skills and other bonuses more than make up for that!
