Well I am in the process of remaking my javizon, the one that i am abandoning right now is level 90 and i feel that while using a 20/20 monarch too much dex is required to max out block and I would be better off just pumping VIT.
What do you guys think?

Well, Strength shouldn't be an issue if you're still using a Monarch. Do you not have a Stormshield? Or you don't want to sacrifice the additional damage/lowered resistances?
then JMoD, some thing in between 4socks and stormshield, or no block. what other option do you have?
P.S. unless you use things that have +block. safty amulets or guardian angle come to mind.
