I know it can't exist on magic jewels with both of Fervor and of Freedom being suffixes. But can I find a rare jewel with those mods? And would I be right in assuming that such a jewel would have level requirement of 30? The last I've heard, jewel level-req is calculated with [required Ilvl*0.75], and Fervor has required Ilvl of 38

IAS doesn't spawn on rare jewels, only magical.

"Of Fervor" is magic-only, never appearing on rares, and the 75% of ALvl for RLvl is much like 'i' before 'e' except after 'c:' a general rule and not an in-game calculation. "Of Fervor" is RLvl31.
