PvM Cold Mastery Question

I'm sure that this has been asked before but I just want to check before starting my cold Soso build.

Is there any point in having more than -200 res from cold mastery?

This will put any non-cold immune monster down to -100 where it is capped right?

I cant find the explaination but I am sure I remember it close enough to get to the spirit of it.

First, no monster can go below -100. Just verifying that. This is really a matter of allocating skill points to get the most bang for your buck, and the following applies to the situation:

It has to do with how many monsters would benefit from that level of cold mastery. A certain percentage are immune, and another go to -100 with level 17 cold mastery. If you increased your cold mastery significantly, you would only be raising your damage on something like 30% of monsters in hell. The other 70% would see no effect from your additional points in cold mastery.

Usually not considered worth it due to the point investment, if you are doing a dual tree build where points are sparse.
