so what's the chance of me getting better boots?

I have these rares on my mf sorc, an ordinary meteorb:

Shadow Shank
Heavy Boots

10% FHR
20% enhanced defense
LR 19%
PR 8%
53% goldfind
24% magic find

So it's got hit recovery, a good resist, and good mf value. I just did 9 crafts in a row and didn't get anything remotely close.

I don't see Cow King's as being great, the dex can be useful but block is not really my most important feature;
Travs isn't great other than the mf and not worth the strength investment IMO;
All the other set boots require another set peice to get the mf so that's not really worth it.

I'll continue to ID all the rare boots I find but until I come up with something better, I think I'm actually looking at end game gear here. Am I wrong about that?

Play some classic. Most the crap like ctc frost nova and self repair can't drop, pretty much except for half freeze, light radius and usually ed everything is a nice mod. I've had quite a few tri-res and good dual res with some combination of fhr, mf, frw. Nothing worth anything like a soj this ladder but my sorcs wear these

The res on your boots is pretty poor. While 3 high resses obviously isn't likely I'm sure you can get 2 in the 30s without sacrificing mf or fhr. Try buying a pair via the trade forum perhaps.
