Would it work the same (on switch) as it does for a rabies wolf?
no it won't work the same way.
the only thing you can use apply -% res on the enemy, while it is being poisoned, and even this might not work. IIRS, only facet offer this -%res, dweb only offers +poison damage. This should not work. +%poison damage does not work once the enemy is poisoned, it only works when you throw the javalin.
P.S. Look at some guides, I don't think they advise this just for the reason that it doesn't work. Just wear a normal 20/20 JMOD on main and cta on switch.

Err. DWeb has massive -res, not +poison damage.
It would work but I think you'll be much better off with a different switch weapon. A CTA or a bow (or best, a CTA mat bow) will probably serve you better than a Dweb switch.

I wish it would, but sadly, it doesn't. Here's why:
The Rabies Skill kinda works like poison, but with a twist. . .it constantly 're-applies' itself every second. This is why you can die of rabies and not from Poison damage alone. So when you infect someone with Rabies, then switch gear. . .the next time the rabies 'refreshes' itself- your new gear's stats will be applied to the toxin and you will see whatever new bonuses (like -resistances) happen to be in effect.
Now regular poison damage is not like that. Whatever equipment/skill levels are in effect at the exact time of application is what is used for the length of the toxin's duration. You can switch all you want and that 700 damage over 8 seconds is all you're gonna get.
