Nope, you don't need to have defeated Baal to go and fight the ubers. However, the portals are opened in Harrogath, so you need to have at least made it to act 5 in Hell.

Hrm, tried to create the portals before I patriarch'd my 1pt Smiter, and didn't work. Will try again tonight now that he is a patriarch. Perhaps I'm just doing something wrong.
