Please can anyone explain what it means "Requirements -60%"??
Is it good to have?

It means the strength or dexterity requirements are reduced by 60%. For example, if a sword normally requires 100 strength and 50 dexterity to use, the requirements are reduced to 40 strength and 20 dexterity.

It never harms to have this mod, but it's often quite useless especially for high level characters.
