Baal 1st drop bugging question

Hey,

So as I understand it, you make a game with someone that has killed baal. You join with a character that hasn't kill baal on quest yet.

That person gets killing blow on baal.

But: does it matter if the person is in a party with people who have killed baal? Or is all that matters is the character that still has the baal quest get the killing blow?

And why do I still get so many blues? I though rare + on 1st drop.

All that matters is the character that needs quest gets killing blow. Not sure if they even need to kill, maybe they just stand close. Anyway, the magicals are all failed sets and uniques.
