Do they still work as in 1.09? I don't quite remember, can someone explain it to me?

Nope. IIRC, in 1.09 Eth runes put your target's defence at -25% (effectively -125% and basically ITD). Blizzard fixed that, and IIRC, it's now at 1/2 effectiveness, so it reduces total (I think) defence by 12.5%.
