Is there any tactic how to level on normal or nightmare levels?

It's quite simple, it's not different from other characters (as far as I know).

Lvl:
1-15: Tristram runs
15-20: Tomb runs (Tal-Rasha's Tombs, act II)
20-24: Cow runs
24: Do ancients on this level, you will level 25 when you finish them.
25-40: Baal runs
40: Proceed to Nightmare
40-65 (approximately, unsure of this): Baal runs
65: Proceed to Hell
65-: Baal runs

An other way is to be bugrushed. This involves a high level character (preferably over 90) to help you to level 24 in the same way as described above, but after that he will take you straight to Hell, where you can do chaosruns for your heart's content.

And right now I saw that you only asked for normal and nightmare, so my suggestion is to follow the guide to level 25, then Baal runs. And just doing Baal runs in nightmare too. The best way to level as far as I know.

I'd change a few things. I'd do norm baal runs all the way till you're as high as lvl 45-50. You'll be better setup in nm, and theres still some good exp from Minions of Baal (they're lvl 60)

That is also a possibility, yes. I differ a bit from character to character.

get someone to enchant you, even a mid level chant will help alot, use death sash+deathglove+twitchthroe+raven claw.

this will allow you to get to levels 1-20, from 20-24 jsut cow do cows,25 ancient and from there it should be easy baal exping.
