Low Level dueling fire sorc help!

Hi I'm making a lvl 30 fire sorc for llds here's my gear

1. Spiritshroud (for cannot be frozen) and Vipermagi for resists
2. Spirit sword or if i can find godly rare orb
3. Telling of Beads Ammy or if i can find +2 to all fire skills ammy
4.Rings, double manalds (cant afford sojs need to find rare fcr rings)
5. belt, atm a string of ears for damage reduce
6. Visceraturant Defender shield
7. Magefists obviously
8. Infernostride (any suggestions on boots?)
9. Peasant's crown war hat for headgear (also looking for a +2 to fire skills rare circlet)
10. Hard time deciding for a leaf staff or a insight staff as my switch

Skillwise not fully desgined yet but here's tentative.
Max- fireball
1 to all preqs (up to meteor)
1 to preqs for teleport
1 to frozen armor
1 to fire mastery
rest to meteor

Finally my most pressing question is:
Do fire sorcs need max block on the shield, and how much is max block for visceraturant's anyway? I am using str charms so I can use all my gear without putting a single point into strength, but idk about dex charms and Im guesstimating around 90 dex is needed for max block which is way too much for me.

Use sanders or cow king boots. Also consider crafted boots that add life and life replenish (I think blood crafts).
Insight on switch.
Dont bother with meteor, the skill is trash for pvp and you waste points getting it.
You're on the right track for your helm and ammy but look for +2 fire skills and fcr on each of them, you'll need it.
Always use vipermagi. If you feel that you must have cnbf (which you won't if you're going with teleport) then switch out the visc for a rhyme shield.
As for strength charms. This is a very common misconception and very easy to explain. The most effecient you can be with stat charms is +5 in two slots but from two slots you can get +30 life (at this level). Now, a barbarian gets +4 life per point of vit and even at that rate +life charms are better.

yea i was thinking about the skills and i realized that meteor required too many prereqs to give the same amt of dmg to fireball as firebolt does so here's my new build:

Prequs to teleport
1 to frozen armor
Max fireball
1 to fire mastery
rest to fire bolt

also no one has answered the question about how much dex i need for max block if i need max block at all

Try to aim for 105 fcr.
Spirit sword over orb.

Edit: Nevermind.. Go max block, mainly only because of the kicker sins.

Gotta watch out for BvC barbs and chargers too. Max block 4tw.
