I need a guide or some1 to tell me best way to make a light zon.
-what stats?
-what skills?
-what gear?
or link to a guide?

You will use normal javs, the ones with lowest reqirements.
These need 30 ias to reach fastest breakpoint.
For total fhr you need either 52 or 86.

shield: PvM, many use eyeless for 5 mana per kill. ward is also very popular.
Pvp a 17-30-20 bone shield with priz and stacked res is great.

armor: twitch is the best all round armor. gives max block, ias and fhr. It is good for ias unless you use a set for your 30 ias
an alternative is a rare armor with death's set

belt: a good fhr stat life res is great for pvp or pvm. many people use goldwrap for the 10ias which is enough to reach the 10 breakpoint.
Some people use death's sash along with deaths gloves

gloves: 10 ias stats tri res gloves (with twitch and rare belt)
or death's gloves

Ammy: a +2 priz is good, extra life and stats to help for gear are nice but not essential

Rings: many people use sojs. otherwise life-rep-res rings

boots go for the good rares with faster run fhr and best resists you can get.

For stats I suggest pure vit.

Skills:
20 charged strike
20 lightning fury
20 lightning strike
20 lightning bolt
at least 1 into
evade- avoid- dodge
rest into power strike
