is decrep,bwall, or cleans bm in tpk? this is mainly towards west pkers cuz thats what realm i play on, also if you have a list of bm/gm rules thatd be great :p

by tpk you mean Team PK?

err, bm/gm rules are very much debateable topics and mostly concern sorb. by and large it's best to just ask before starting.

for necro's: generally bonewall is allowed while bone prison is considered rude. the only curse peeps tend to get wound up about is Iron Maiden.

by cleans i assume you mean the pally aura Cleansing? i've never heard of that being considered BM, although Prayer &/or Meditation (mostly the healing properties thereof) is pretty cheesy.

have a hunt for last seasons PK ladder threads here in the PvP forum, both East and West had a pretty decent set of almost identical rules.
