Chest Drop Levels

Quick question: Do items dropped from chests in an area have the same ilvl as the items dropped from the monsters in the same area?

Don't take my word for it, this is just what I remember from what orphan said and I may be remembering incorrectly.

Chests have the same ilevel drop but only 50% chance of drops.

Items from Chests do indeed have an ilvl equal to the area level that they are found in (note that items from racks have an ilvl equal to the area level - 1). Other than that, they follow similiar drop procedure as normal monsters and also have a no drop chance. Special chests work slightly different though.
