so i got CM at -105% lvl 24 orb should i put CM to lvl 20 or 19 into ice bolt

The -res cap for any monster is -100. Meph has 75 cold resistance. So if we do the math, since cold res gives -15 the first level and an additional -5 after that, the amount of -res = 10+5*level. So in order to get meph to -100, you need 175=10+5*level = 165/5=level 33 CM to make meph hit rock bottom.

Your math is a bit off. CM gives 20 on the first level, so the level you want to get is 32. But yes, add more into CM as it will provide you with more damage than ice bolt vs meph.
