What is the earliest point in the game where I can shop for a wand with lower resists charges? Would it be possible to buy one from vendor before going to Act IV nm?

Any vendor that sells wands in NM can sell them. Drognan is probably the easiest to shop from if you get the town exit near him.

Ilvl 53 (clvl 48) should be the lowest possible clvl to purchase a wand of lower resists
