As Ed said, check the strategy guides for specific tactics and order but the stardard ww barb build - regardless of how you decide on doing it will all include:

20 Whirlwind
20 Weapon Mastery of choice
20 Battle Orders
20 Shout

There's also some one point wonders that are worth a point: Increased Stamina, Increased Speed, Iron Skin, Natural Resistance, Battle Cry, Battle Commands, and Berserk.
