so in effect, that sort of increases the chances of seeing a rune drop

Yes, in SP if you play at /p8 the number of items that drop increases and therefore you have more chanced for runes to drop. This doesn't mean they'll be better runes, just more chanced for them to drop, and the more that drop the more chanced for that HR to appear.

Yes, but if your kill rate is reduced to be very slow then average runedrops / hour may actually be reduced. For example, if the uniques or champions take forever to kill then backoff to a lower number :)
