I am 3 points short of vigor...and well I dont wanna lvl up...what should I do?

Only hard points will count as synergies so i suggest you start leveling.

If you're a paladin, the unique Tearhaunch greaves will give you +2 to vigor.

Otherwise, you'll need the aforementioned harmony bow.
