I've seen unique armors broken up into normal, exceptional and elite. I've also seen talk about low quality rares. I"m guessing there are other item classifications out there that I've never even heard about.
I was just wondering how the uniques are broken up into their specific classifications. What makes an exceptional unique an exceptional unique and not a normal or elite?
Same w/ low quality rares. What exactly is that? Feel free to throw in any in there you think may also be helpful.

Every unique/rare/set/whatever item has a base type, and it is that base type that makes whether the item normal, exceptional, or elite.

You will see objects with the same graphics but different name and stats, for example: quilted armor, ghost armor, dusk shroud, those are normal, exceptional, elite. The level requirement for each is different and most of the time is based on the difficulty you are playing in, so as said the unique depends on the base item it is made of.
I m not sure low quality rares is anything in particular apart from what the name says. Or do you mean low level rares?
I think I get it. Still a bit confused. So I guess it depends on how good the stats are on the item that breaks them up into the different groups? But I'm confused as to what stats are considered good and makes them elite?
Also, another question. I've found rings that gives me like a fire ball skill with x amount of charges. Is there anyway to recharge these items or once I've used up all the charges, they are done with?

The charges should be repairable at your local Charsi. As for the item classification, have you ever looked at the Arreat Summit site how they differ? If you get that, you only need to understand the item-generation process and you totally get the picture (ofcourse only Orphan knows this difficult issue).

I think this (http://www.battle.net/diablo2exp/items/weaponsandarmor.shtml#normal) site will help you see which items are normal, exceptional and elite. These are the base items, so any set/unique item made of the base item is then considered the same time; normal, exceptional or elite.

I suppose so. You can also recharge your Torch, right? Though I can't imagine it'd be of any use if it isn't teleport.
Sorry, still new to the game. Not even really sure what a torch is.
I'll give Charsi a try.
