Is it just a pure coincidence that in the past 30 minutes of shopping Charsi none of her claws have spawned with staffmods? I know Anya's claws spawn with staffmods, but can Charsi's as well?

Charsi cannot sell any of the claws that are capable of getting staffmods.

Anything that has a modification on it that is followed by 'xxx Only' - in this case, mods on a claw that are 'Assassin Only' skills.

Could you elaborate more on what you mean by "claws that are capable"? Does it have to do with the type of claw or some hidden lvls?

Not all claws can get staffmods. The only claws capable of getting staffmods are h2h2 type, which include the Hand Scythe, Greater Claws, Greater Talons, Scissors Quhab, Suwayyah, Wrist Sword, War Fist, Battle Cestus, Feral Claws, Runic Talons and Scissors Suwayyah. Charsi cannot sell any of these claws.

The other assassin claws (h2h type) cannot have staffmods.

I can't really see the difference between the two types unless I stick them in a ATMA stash where they are sorted...

Nope. Some of the exceptional are classed as h2h, while the others are h2h2. Here's the full list, broken into normal, exceptional and elite:

Katar = h2h
Wrist Blade = h2h
Hatchet Hands = h2h
Cestus = h2h
Claws = h2h
Blade Talons = h2h
Scissors Katar = h2h

Quhab = h2h
Wrist Spike = h2h
Fascia = h2h
Hand Scythe = h2h2
Greater Claws = h2h2
Greater Talons = h2h2
Scissors Quhab = h2h2

Suwayyah = h2h2
Wrist Sword = h2h2
War Fist = h2h2
Battle Cestus = h2h2
Feral Claws = h2h2
Runic Talons = h2h2
Scissors Suwayyah = h2h2

Staffmods are actually bonuses to single skills which can occur on certain nonmagical items.

Automods are other bonuses of that kind, like res on paladin shields, +poison damage on necro heads etc.

Both of these only occur on so-called class-specific items. Some of them can only be worn by the class in question (like orbs), some of them can be worn by anybody (staves and wands). The skill bonuses only apply to the class in question, of course.

Not all claws can get staffmods. The only claws capable of getting staffmods are h2h2 type, which include the Hand Scythe, Greater Claws, Greater Talons, Scissors Quhab, Suwayyah, Wrist Sword, War Fist, Battle Cestus, Feral Claws, Runic Talons and Scissors Suwayyah. Charsi cannot sell any of these claws.

In short, all claws with an unmodified str/dex req of 73 or higher (or 63 or higher if ethereal) can have staffmods.
