As the title says. Does stun length from War Cry, Stun, Smite, or anything else that stuns suffer a reduction in Nightmare or Hell?

No, but all stun is capped at 10 seconds.

The cap is generally a non-issue, since it usually displays correctly (and you'd have to get skills really high to hit it, anyway). The only time it really matters is with Shockwave, which has a display bug and will say you're stunning for more than 10 seconds, when in reality you're only stunning for 10.
