Any paladin with exile and a point in smite shouldnt have too much trouble, just make sure your lightning resists are in good shape

The answer is yes they can, but not as a Holy Shock Paladin. You will need to do some gear changes in order to get Life Tap, insane resists and crushing blow. This gear may not be ideal for your regular lightning based PvMing.

You'll also need one point in Smite, which you probably already have as it is a prerequisite for Holy Shield.
