Hey just wondering if there is a cap. Say 75% of slow target?

I dont believe so, a merc with Kelpie snare is 75%, add cold aura, a clay golem, cold mages, and decrepify and a necro can almost stop a monster completely.
Yes, there are actually two caps. The cap on Slows Target is -90% of their original attack speed, and -75% of their original movement speed. Additional Slows Target above the cap can still be useful against Extra Fast or Fanaticism Enchanted monsters.
If you're thinking PvP then the cap is 50%
If you're thinking PvP then the cap is 50%
50% on item slow, skill based slow (which is just negative EIAS/EFRW) isn't capped.
Clay Golem and slow from merc/player doesn't stack, since Clay Golems slow effect is considered item slow.
The lower cap on attack speed is 15% of the original speed, so the cap for slow on regular monsters should be 85%.
