Its all about luck, so I think its hard to say an average. I know someone who has roilled a Light skiller 41life on 6pgs, while I have spend over 10000 pgs on getting nothing as near as valuable as that..
And are jewels found from baal/nili worth rerolling?
Not really

1) IIRC, the odds of a skiller from a Hell Baal/Nihl/Diablo GC are about 1/30. So you have about a 3% chance of rolling one. And that's just for a skiller. There's plenty of life/ar/damage combos out there that can be worth almost as much as a good skiller. GCs from these three places are the only ones really worth rerolling - and possibly ones from the council in Hell Travincal if you're feeling exceptionally froggy.
2) Nope, not really.
another question: is rerolling charms likely to be profitable

Yes, especially if you get a good skiller with a desired second mod.

Well it's not "likely", no. There's a very low chance of rolling it into something useful - but the real profit is in sticking with it despite the odds. You might get something godly on your first roll, you might get something godly on your 50th roll. Or more. But it'll happen *eventually*, the question is how much you're willing to put into getting a profit out of it. If you get a pcomb lifer or something comparable within 100 rolls, the investment was worth it. More than 100 rolls... the pgems were probably worth more.
Oo rerolled a baal gc - on the 5th roll i got this:
10 max
57 ar
40 life
rerolled a baal sc - first roll made a 20 lifer :)
