is it weird that while rushing a friend, i found a tal's ammy off of normal meph?

i was going to leave it on the ground, but decided to pick it up on the chance that it might be angelics, and when i id'd it, it was tal's.

strange, right?

Yes and no. In order for a monster to drop Tal's amulet, they need to only be able to drop an amulet as a base item, and meet the qlvl req of tal's set.

Like most sets, tal's set has a pretty low qlvl. All of Tal's set have a qlvl of 26. This means that for Tal's amulet, any monster with an mlvl of 26 or greater is actually capable of dropping Tal's amulet. The reason why you don't see it much though is simply because of it's rarity. Tal's amulet is only 1 of 3 set items with a rarity of 1, the lowest possible. All other set items have a rarity greater than 1 (7 to be exact).

The other gear of Tal's is different though, because their base items are in higher TC's, and therefore will not be droppable until later on in the game.

Edit: Don't get me wrong, it's definately a nice find, and a rare drop.
